Nanjing is embracing the era of low-altitude drones, integrating cutting-edge technology with urban infrastructure to enhance city services. Once viewed as consumer devices, drones are now playing a transformative role in Nanjing’s commercial, emergency, and security operations, powered by innovative low-altitude infrastructure and advanced 5G networks.

In Nanjing’s skyline, drones have become a common sight, undertaking vital tasks across various fields. They are assisting in logistics and distribution, boosting the efficiency of commercial activity within the city. In urban planning, drones are used for precise surveying and mapping, gathering critical data to support city development projects. Drones are also pivotal in emergency response efforts, buying precious time for life-saving interventions.

One notable breakthrough in Nanjing’s drone initiative is the advancement of networked unmanned aerial vehicles (UAVs). Unlike traditional drones, which are limited by localised control and image transmission constraints, networked drones leverage network signals for extended transmission capabilities, transforming them into “eyes in the sky” that offer real-time, high-quality visuals. This expanded functionality means they can now be applied across multiple industries and public services.

To support this transformation, Nanjing has strengthened its low-altitude infrastructure, tailoring construction of base stations to suit the city’s varied landscapes. Signal continuity is maintained across different routes, thanks to optimised signal frequencies and base station tilts. Network indicators such as RSRP and SINR have been bolstered to meet the precise demands of low-altitude flights, ensuring safe and efficient operations across the city.

Nanjing’s progress has also been supported by China Telecom, which has launched an integrated 5G drone management cloud platform, e-surfing Nebula. Designed for seamless drone operations, the platform enables remote control, live image streaming, and data management, all under one system. Compatible with multiple UAV models, it offers standardised controls across devices, allowing efficient coordination of drone activities. This centralised platform, enhanced with AI capabilities, facilitates the intelligent management of low-altitude flights, providing increased safety and improved urban governance.

The public transportation sector has already begun incorporating these advances. Nanjing Public Transport recently launched its 5G-enabled “Little Blue Whale” drone, which has successfully completed its first urban air patrol from the Horse Group Transfer Centre. In a blend of 5G, intelligent networking, and digital technology, the drone combines seamlessly with Nanjing’s public transport infrastructure to set the stage for future expansion into low-altitude public transport applications.

Nanjing’s police department is also seeing benefits from the city’s growing drone capabilities, using UAVs for critical public safety applications. Police drones can now transmit real-time images to centralised systems, allowing for faster situational assessments. This is particularly useful in challenging scenarios such as night-time operations or mountainous areas, where conventional methods may fail. Through grid-based shelters deployed across the city, police drones can respond from nearby locations, providing swift support during emergencies. The city has invested 28 million RMB in drone projects for public safety, highlighting a commitment to integrating modern technology into traditional governance frameworks.

Nanjing’s low-altitude drone initiative marks a significant step forward in urban management, showcasing the city’s dedication to innovative technology. With rapid advancements and expanded applications on the horizon, Nanjing’s approach to drone use is setting a new benchmark for modern, tech-enhanced urban living.
